Abstract
Yerel yönetim birimleri, kamu yönetiminde halka en yakın hizmet sunan kurumlardan biri olarak büyük bir öneme sahiptir. Bu bakış açısıyla, yerel yönetimler, toplumun yerel ihtiyaçlarını karşılama ve yerel topluluğa destek olma amacını taşırlar. Spor faaliyetleri de bu yerel ihtiyaçlardan birini temsil etmektedir. Spor hem bireysel hem de toplumsal sağlığın korunması için kritik bir gereksinim olarak kabul edilmektedir ve yerel yönetimler, bu gereksinimi karşılamada öncü bir rol üstlenmektedirler. Yerel yönetimler, yerel halkın taleplerine hızlı bir şekilde yanıt verebilme kabiliyetine sahiptir ve spor hizmetlerini geniş kitlelere ulaştırma, herkes için sporu teşvik etme, sağlıklı ve huzurlu bireylerin yetişmesine önemli bir katkı sağlama konusunda en uygun kurumlar arasında yer almaktadır.
Çalışmanın amacı, Kütahya Belediyesindeki spor politikalarının ve yatırımlarının incelenmesidir. Çalışmanın ana odak noktalarından biri, Kütahya Belediyesi'nin spor politikalarının neler olduğunun ve bu politikaların nasıl uygulandığının incelenmesidir. Belediyenin sporla ilgili vizyonu ve misyonu, sporun toplum içindeki rolü, spor etkinliklerinin tanıtılması ve teşviki gibi konular, bu incelemenin bir parçası olarak ele alınacaktır. 2019-2022 yılları arasındaki faaliyet raporları üzerinden doküman analizi yöntemi ile yapılacak incelemede, söz konusu yıllarda spor faaliyetlerine ayrılan ve harcanan bütçe üzerinde durulmamış, konu daha çok sportif açıdan hangi faaliyetlerin gerçekleştirildiği ya da desteklendiği noktasından ele alınmıştır.

Abstract
Local government units have a great importance in public administration as one of the institutions providing services to the closest people. From this point of view, local governments aim to meet the local needs of the society and support the local community. Sport activities represent one of these local needs. Sport is recognised as a critical requirement for the protection of both individual and social health and local governments assume a leading role in meeting this requirement. Local governments have the ability to respond quickly to the demands of the local people and are among the most appropriate institutions to deliver sports services to large masses, to encourage sports for everyone, and to make a significant contribution to the upbringing of healthy and peaceful individuals.
The aim of the study is to analyse the sports policies and investments in Kütahya Municipality. One of the main focal points of the study is to examine what the sport policies of Kütahya Municipality are and how these policies are implemented. Issues such as the vision and mission of the municipality regarding sports, the role of sports in society, and the promotion and encouragement of sports activities will be addressed as part of this examination. In the examination to be carried out by document analysis method through the activity reports between 2019-2022, the budget allocated and spent on sports activities in the years in question is not emphasised, and the issue is mostly addressed from the point of which activities are carried out or supported in terms of sports.
